The Financial Markets Authority (AMF) is now imposing new costs to the cryptoviště providers approved in France. This measure, stipulated by Regulation No. 2025-169 of 21 February 2025, is heavily weighing the risks in the sector already heavily framed by the European regulations of Sica.
Mandatory contributions for all crypto providers
It is now official: AMF imposes a new financial contribution to French crypto companies. This measure, which stems directly from the integration of the European regulations into French law, applies to both the exchange platform and the curators of digital assets. The regulator will require a fixed annual tax of EUR 10,000 for all service providers in approved cryptocurrencies in the territory.
This amendment, established by Regulation No. 2025-169 published on February 21, applies to all players in the sector: exchanges, defins, tokens and financial advisors, without the size or volume of activity. Measures that can weigh on the smallest ecosystem structures.
The new arrivals will benefit from the six -month period after obtaining their consent to pay for this obligation. As regards the conservatives of digital assets, they will also have to pay another post calculated on the basis of the total outstanding assets they maintain, with a rate set at 0.0094 per thousand.
In addition, the leaders of new crypto projects that want to publish their white book will pay 3,000 euros if their services do not use stablecoins or official currencies such as the future digital euro.
Programmed end of diet writing by 2026
This reform is part of the wider shock of the French control framework. Since December 30, 2024, the holders of the approval of the writing (service provider on digital assets) have been invited to change the status to become PSCA (cryptocurrency services).
This administrative transition is not optional. The company concerned must carry out the necessary procedures by June 30, 2026, where the writing regime will definitely disappear. This change of state applies to all actors in this industry, whether they have a simple record or complete consent.
This regulatory development, if it may seem technical, is a decisive turning point for the French crypto ecosystem. Harmonizing its regulation with the European framework of France’s mica fits continental standards and at the same time ends with the exception of the Free, which has won until then.
These new taxes are involved at a time when the United States, led by Donald Trump, seems to accept a more favorable approach to the crypto sector. The US President also organizes the Historical Summit 7 March and combines big names in the White House industry.
Finally, the French industry is faced with these new financial fees. If these measures focus on the professionalization of this industry, they can still weigh the competitiveness of French actors in an increasingly competitive international environment.
